It is still governed by one of Herod the Great’s sons, Antipas, and Jesus certainly finds  the people are less intolerant than in Judea, that Roman province which lies to the south of the Samaritan lands, where the Jews are already keen to discredit and humiliate him. So at the beginning of His three year ministry, He perhaps naturally chooses to spend time in the place with which He is most familiar, bringing with Him the six disciples He has chosen thus far.
